The difference between NCO's and CO's. All ranks below the NCO ranks are considered enlisted ranks. They don't give orders to each other and follow the lead of their NCO's or CO's.
NCO's
NCO's are Non-Commissioned Officers, which are the ranks from Gefreiter to Feldwebel or Efreitor to Sergeant Major. They serve as small-scale leaders on the field, giving tasks and commands to enlisted soldiers (anything lower then their own rank. So a Obergefreiter commands a Gefreiter, and a Gefreiter can command a Obersoldat and so it goes on). The primary tasks of NCO's is to keep the men assigned to them in-line, making sure they get their food and ammo. NCO's also make sure they get orders and are properly commanded on the field. NCO's may not punish soldiers, execute them, kick them out of the army or perform any kind of punishment or disciplinary action. This is done by the Administrative Officer or a CO. NCO's are not saluted, you address a NCO by rank or by the last name.
CO's
CO's are commissioned officers. A CO is someone who is higher then Sergeant Major or higher then a Feldwebel. A NCO can't become a CO, as CO had a complete different training and their jobs in the army are completely different. CO's make up the strategies and orders for NCO's to execute in the field. They are tasked with basic management of the army at different levels, a Lieutenant will mostly be tasked with keeping his company members in line, making sure they get orders and many more tasks, Generals however will be tasked with keeping all the CO's in line and making sure the army gets on a large scale proper orders and management. CO's are addressed in this order: Rank, last name, Sir. So if you address General hans, you say, General Hans, Sir, I have a question. CO's are saluted indoors, if you salute a CO outdoors you will receive disciplinary punishment.
